I havent tried this in ages, but you used to be able to ”change” server for free as long as you dont have any characters on the account. So if you are new-new with no time investment, deleting all characters should let you just select a new server unless they’ve changed that in the last year or two.
As far as I understand it, no, you still won't be able to use your Steam account to log into the non-Steam version of the game or vice versa.
